モンゴルの教育を受けられない子供の事例です（１）

Story A:  A young girl from family in poverty, aimag centre

ケースA:　 アイマグ（県庁）所在地の貧困家庭出身の少女　

 

Bolor (not her real name) is a girl of 11 years.  She lives in aimag centre, the main city in the aimag A, or province.   Her father is not educated and cannot read and write.  Her mother died from disease 3 years ago.

 

ボロール(仮名)は11歳で、アイマグの首都に住んでいます。お父さんは学校を出ていないので読み書きができません。お母さんを3年前病気で亡くしています。

 

The dropouts are a severe issue in remote aimags. There are 15-16-year-old girls and boys who cannot read and count. Most of the students taking distance learning pilot in aimag center are living in very difficult conditions. Their family environment and studying, living, housing conditions are bad. Poor children do not enough food so teachers are often helping them.

 

学校から落ちこぼれてしまうことは、このような僻地ではは大きな問題です。15-6歳になっても読み書きや簡単な計算のできない青少年がいます。今回、遠隔教育のパイロット事業に参加してくれた子供達は厳しい貧困の中で暮らしていました。家庭事情も家の環境も、とても落ち着いて勉強するのには向いておらず、食べるのも満足でないので、教師たちがよく自宅から食べ物を持参して食べさせていました。

 

Bolor has 1 older and 1 younger brothers whom she tries to look after.  Bolor  dropped out of school after the first week because other children made fun of her.  Her father does not want to buy pencil and notebook for her to go to school or shoes and nice clothes, they don’t have the money.  LLEC teachers visited the house but father sent them away.  Our team tried another time, this time proposing classes online using a tablet.  The father agreed, but could not show them the ID of Bolor, he does not know where it is, and cannot make a signature.  The family has access to the food stamp and child money, but the father is unable to open the mobile phone SIM card for Bolor because he is not sure where he kept the necessary documents. The mobile service provider asked to provide her ID number. Unfortunately, two older children and their father tried but cannot read the name on the birth certificate.

 

ボロールはお兄さんと弟の面倒を一人でみています。学校にも行ったのですが最初の週に他の子供達にからかわれて嫌になり、やめてしまいました。それにお父さんに頼んでも、鉛筆とかノート、靴やあり合わせでない服は買ってもらえません。

 

不登校児に授業をするセンターの先生方が訪ねて来ましたがお父さんは追い返してしまいました。今回は新しい試みとしてタブレットを使うオンライン授業のパイロットを勧めにもう一度専門家と先生がお父さんと話をし、やっと同意して貰えましたがボロールの身分証明書が見つかりません。

 

お父さんは署名ができないのでボロールの携帯電話のシムカードは契約更新ができませんでした。やっと身分証明書がみつかったのですが、お父さんも子供達もなにが書いてあるか読めません。家では食料配給と子供福祉支給を受けています。

 

Most children in this group are orphans or live with parents with alcoholic addiction. Dropout children’s parents are mostly uneducated or have a low educational background.

 

この様な子供たちは両親か片親を無くした孤児かアル中などの問題を抱えた保護者のもとで暮らしています。不登校になる子供の両親の大半は満足な教育を受けていません。

 

Bolor joined the face-to-face introductory classes to DL, and then brought the tablet home.  Her father was so happy, and he managed to get her some new clothes. 

 

ボロールはなんとか遠隔教育最初の２週間センターでのクラスに出る事ができました。お父さんの気持ちもすっかり変わり新しい服も買ってくれました。

 

The family income of such family is dependent on social welfare pension and benefits that are for example:

• 180,000MNT – monthly pension for a child under 18 years old, whose foster died;
• 40,000MNT (due to coronavirus it is increased to 100,000MNT per child per month until July 2021)  – Two children’s allowance; and
• 62,000MNT (adult – 32,000MNT and children – 15,000MNT) – Food stamp per month.
• Since 2019, they have been taking benefits from the Food Stamp Program.

 

この様な家庭では福祉に頼る他ありません。例えば

18歳未満の子供で保護者が死亡した場合月額　約7,500円

子供補助金月々1人当たり　約1,700円　但しコロナ禍を受け月額　4,150円に引き上げ

食糧配給券　大人一月　1,327円、子供622円

などです。
